At the G20 meeting in London, President Obama agreed to create of an international board with authority to intervene in U.S. corporations by dictating executive compensation and approving or disapproving business management decisions, Jerome Corsi's Red Alert reports.

Political consultant Dick Morris said that by agreeing to create the Financial Stability Board, Obama is a "willing accomplice" to a decision that effectively repealed the U.S. Declaration of Independence and abrogated the sovereignty of the United States.

The final communiqués coming out of the G20 meeting in London April 2 included a document entitled "Declaration on Strengthening the Financial System."

"By agreeing to the stipulations in this document, President Obama gave the blessing of the United States to the G20 decision to elevate the Financial Stability Forum into the Financial Stability Board," Corsi wrote. "The United States has only one vote in the newly constituted Financial Stability Board, a group that will be largely controlled by European central bankers."

The new global regulator now has the authority to examine all U.S. banks, brokerage firms and corporations – including non-financial companies such as the Big Three automakers – to examine operations and determine risk.

The Financial Stability Board then has the international authority to set policies in these corporations, including compensation packages the private boards of directors in the examined companies decide to pay top executives and senior managers.

Morris charged that the Obama administration, by agreeing to create the Financial Stability Board, has gone beyond nationalizing U.S. corporations, to "internationalize" U.S.-based corporations under the control of this new global regulator.

While the G20 focused on regulating risks in hedge funds and derivatives, the authority of the Financial Stability Board extends to any banking, brokerage or business practice by a major U.S. corporation that the Financial Stability Board on its own authority determines is unduly risky.

Under the premise that the IMF and the Financial Stability Board would have the ability to make loans to important U.S. corporations, the IMF and the Financial Stability Board become the effective global regulators over the corporate world, superseding all U.S. governmental authorities, including the Federal Reserve, the U.S. Treasury, the Federal Deposit Insurance Corporation and a host of corporate regulators, including the U.S. Department of Commerce and the U.S. Department of Labor.

Red Alert's author, whose books "The Obama Nation" and "Unfit for Command" have topped the New York Times best-sellers list, said no appeal procedure to any U.S. court or regulator is specified by the G20 communiqué as recourse for a U.S. company that wants to contest a decision by the Financial Stability Board as incorrect, unfounded or otherwise overreaching.

Corsi received his Ph.D. from Harvard University in political science in 1972. For nearly 25 years, beginning in 1981, he worked with banks throughout the U.S. and around the world to develop financial services marketing companies to assist banks in establishing broker/dealers and insurance subsidiaries to provide financial planning products and services to their retail customers. In this career, Corsi developed three different third-party financial services marketing firms that reached gross sales levels of $1 billion in annuities and equal volume in mutual funds. Letter To The Marines - "...if you are reading this from...., know this: that what you do is important."

Dear Marines,

I worked nights as a waitress, paying my way through college, in Honolulu during the early 80s. Between work and school, I didn't have much time to meet other people, and my family was thousands of miles away. Several Marines frequented the bar, and one GySgt. of a Marine sniper platoon, Larry Hatfield, sensed my shyness and invited me to participate in a lot of Marine recreational events. We became close friends, but I could never understand how a person could look through a scope and willingly kill another human being. As a Quaker, the very concept of a sniper troubled me. I was raised that killing is always wrong - period. I often told him, and the other guys in the sniper platoon, my opinion on this. They usually remained silent on the subject.

As time went by, I lost contact with the Marines I knew from that sniper platoon, but I was privileged, later on, to be invited to produce tours as a volunteer (USO/AFE) for Marines on various bases overseas. Those of you who have met USO/AFE entertainers know that we are nowhere near the combat zones, and are in fact well-insulated from the horrors of war. We have fun entertaining you; we love eating with you at the mess halls or sitting out in the dirt and hearing your crazy jokes; we do our handshake tours of hospitals and PR tents and feel good and then are lucky enough to go home while you stay behind.

But Iraq was different. For the first time I found myself weeping at night after I came back from doing handshake tours. I couldn't adopt the USO maxim of looking the Marines in the eyes and shaking hands on the hospital tours, because there were teenage Marines with no hands and no eyes. A bomb at a well while I was there on my last tour left 200 women and children dead or injured at the hands of their own countrymen. The image of a Marine, badly wounded, struggling to carry a small 3 yr old girl to safety is forever seared in my mind.

I wondered - a lot - about the kind of sacrifice that it takes for a person to volunteer in the Corps and experience this kind of tragedy on a regular basis.

Iraqi women refugees would tell me, through translators, about how the Kurdish women would throw their infants from trucks on their way to being executed by Saddam Hussein in the hope that strangers would raise the soon-to-be-orphaned children, and how often it was only the U.S. Marines and military units who would help them get medical care if they did survive the terrors inflicted upon them.

This is what I have learned about war and the Marines: that I have never seen a U.S. senator cry while telling me about holding a dying friend in his arms, and there's precious few senators who come home from work missing a leg or two.

That I have never heard a U.S. congressman tell me what it's like to pass out soccer balls and writing paper to children who have been denied an education since birth.

That I have never heard any politician or corporate leader describe to me, as one Marine did after a show, that she wanted a better life for her child back home but wanted better lives for the children of Iraq, too.

Marines are living - and sometimes dying - for democracy, not just talking about it for the CNN cameras. They do their jobs, and come home, quietly, to go back to farming in Iowa or driving trucks in Kentucky , and, for the most part, don't talk about it. And God knows we civilians don't get an accurate picture back home of what is going on.

I still think killing is wrong, but I have come to understand that sometimes it is necessary and that lack of intervention, especially in humanitarian missions in oppressed nations, is tantamount to pulling the trigger on innocent civilians who only want what we want: a safe home for their children and food on the table and the right to be who they are.

I'm not naive enough to think that most of our political leaders go to war for compassion (I think most of them want to protect corporate interests), but I do believe, from knowing the Marines I have been lucky enough to know, that Marines act from compassion, decency, and with hearts bigger than most people will ever experience.

I understand now that a sniper - or any Marine, in any job supporting the ideals of the Corps - does what he or she does because the Constitution of the United States is not some remote piece of paper; the idea of freedom is real to a Marine.

As one young lance corporal told me, as he guarded us during a show set-up in a particularly volatile area (after our show had been cancelled the day before because terrorists had blown up another 27 children nearby), "Don't worry - we got your back."

It shames me to think that I had to leave my country on these tours in order to understand what precious gifts I have as an American, that every day, somewhere in the world, a Marine is watching my back. I never considered that a sniper, or any Marine, may be asked to kill in order to save innocent lives but now I understand. So to all of you Marines out there, please accept this heartfelt thanks for what you do. To the guys from the sniper platoon in Kaneohe - this is a late apology for questioning you, and a thank you for what you have taught me, but I hope some of you read this. In our American culture, we don't talk much about being noble, decent, loyal and honorable. I have yet to meet a Marine who did not possess all of those qualities. You are the big kids in high school who didn't let the bullies hurt the little kids. If you are reading this from Afghanistan or Iraq or Camp Lejeune ; if you are reading this from a V.A. facility; if you are reading this from your home, know this: that what you do is important. When you are feeling weary and discouraged, remember that there are people in the world living in freedom because of you. Not only the refugees from war - but me, too.

I spent a lot of time in airports last year. I always get wanded and have to pass through the security patdown due to a piece of jewelry that no longer comes off. It’s annoying but unless I want to cut the bracelet off, I’ll live with it.

Still, I’m not the only person who thinks the TSA and other law enforcement agencies routinely overstep their bounds simply because they can and they are taught to be intimidating. More recently this disturbing trend in law enforcement took a fascist turn in Missouri where Law Enforcement was told that militia members and domestic terrorists could be profiled by bumper stickers on their vehicles.

People who ignore or are ignorant of their Constitutional rights to things like the 1st Amendment’s Freedom of Speech and the 4th Amendment’s right “to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures” without a warrant being issued after law enforcement demonstrates probable cause and the 5th Amendment’s protection against self incrimination AND against having their effects seized without due process routinely give up their rights to the Government when they are confronted with seemingly innocuous questions like, “If you don’t have anything to hide, why won’t you ____?”

How dangerous that our Government no longer understands that “If you are going to abide by the Constitution, why would you ask such a thing?”

Think this is just an academic or rhetorical question? Think again. My friend Preston Taylor Holmes over at Six Meat Buffet has a video up of a FOX program hosted by Judge Napolitano where a young man carrying cash and Campaign for Liberty material was detained by at the St. Louis airport for 25 minutes and questioned by Law Enforcement who repeatedly asked him to surrender his Constitutional rights merely to satisfy their curiosity. The entire thing was caught on audio tape.

Welcome to America under the authority of Big Government. Kiss your rights good-bye when you leave your house in the morning. You may never see them again … I want to know what happened to the guys in the windowless room.

When we talk of civil unrest and the government is preparing internment camps all in the same sentence we are indeed talking serious business. Although the planning for internment camps has been going on for some time with many locations already identified, it has not been introduced for legislative consideration until Obama conned his way into the White House (HR645 January 2009) .

Before reading the article below I thought you may be interested in that which may affect you in the near future. These are called, "Executive Orders" (EO). Such orders somehow find their way into law which in itself is very disturbing. If we are suppose to be a government of the people, by the people, and for the people then who gave the authority to the President to impose laws on his own behalf that contradict that very idea? Nowhere have I found that Presidents have such dictatorial powers. In any event here is a list of Executive Orders...very disturbing orders, or should I say, "Dictates!"

allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995
allows the government to seize and control the communication media.
EXECUTIVE ORDER 10997
allows the government to take over all electrical power, gas, petroleum, fuels and minerals.
EXECUTIVE ORDER 10998
allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind and total control over all highways, seaports, and waterways.
EXECUTIVE ORDER 10999
allows the government to take over all food resources and farms.
EXECUTIVE ORDER 11000
allows the government to mobilize civilians into work brigades under government supervision.
EXECUTIVE ORDER 11001
allows the government to take over all health, education and welfare functions.
EXECUTIVE ORDER 11002
designates the Postmaster General to operate a national registration of all persons.
EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.
EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations. ...

The list goes on with a number of EO's that should scare the daylights out of every American citizen. Just to give you an idea I have provided one of EO's written goals...see what you think...

ASSIGNING EMERGENCY PREPAREDNESS FUNCTIONS TO THE SECRETARY OF LABOR
SECTION
1. Scope. The Secretary of Labor (hereinafter referred to as the Secretary) shall prepare national emergency plans and develop preparedness programs covering civilian manpower mobilization, more effective utilization of limited manpower resources including specialized personnel, wage and salary stabilization, worker incentives and protection, manpower resources and requirements, skill development and training, research, labor-management relations, and critical occupations. These plans and programs shall be designed to develop a state of readiness in these areas with respect to all conditions of national emergency, including attack upon the United States.
SEC. 2. Functions. The Secretary shall:
(a) Civilian manpower mobilization. Develop plans and issue guidance designed to utilize to the maximum extent civilian manpower resources, such plans and guidance to be developed with the active participation and assistance of the States and local political subdivisions thereof, and of other organizations and agencies concerned with the mobilization of the people of the United States. Such plans shall include, but not necessarily be limited to:
(1) Manpower management. Recruitment, selection and referral, training, employment stabilization (including appeals procedures), proper utilization, and determination of the skill categories critical to meeting the labor requirements of defense and essential civilian activities.
(2) Priorities. Procedures for translating survival and production urgencies into manpower priorities to be used as guides for allocating available workers.
(3) National guidance. Technical guidance to States for the utilization of the nationwide system of public employment offices and other appropriate agencies for screening, recruiting, and referring workers, and for other appropriate activities to meet mobilization and civil defense needs in each community.
(4) Improving mobilization base. Programs for more effective utilization of limited manpower resources, and in cooperation with other appropriate agencies, programs for recruitment, training, allocation, and utilization of persons possessing specialized competence or aptitude in acquiring such competence.

...it is much longer than this, but this should be sufficient enough to scare you. Do you call this type of action taken by a President, "Of the people, By the people, and For the people." The Economic and Social Crisis

The financial meltdown has unleashed a latent and emergent social crisis across the United States.

What is at stake is the fraudulent confiscation of lifelong savings and pension funds, the appropriation of tax revenues to finance the trillion dollar "bank bailouts", which ultimately serve to line the pockets of the richest people in America.

This economic crisis is in large part the result of financial manipulation and outright fraud to the detriment of entire populations, leading to a renewed wave of corporate bankruptcies, mass unemployment and poverty.

The criminalization of the global financial system, characterized by a "Shadow Banking" network has resulted in the centralization of bank power and an unprecedented concentration of private wealth.

Obama's "economic stimulus" package and budget proposals contribute to a further process of concentration and centralization of bank power, the cumulative effects of which will eventually resul in large scale corporate, bankruptcies, a new wave of foreclosures not to mention fiscal collapse and the downfall of State social programs. The cumulative decline of real economic activity backlashes on employment and wages, which in turn leads to a collapse in purchaisng power. The proposed "solution" under the Obama administration contributes to exacerbating rather than alleviating social inequalities and the process of wealth concentration.

The Protest Movement

When people across America, whose lives have been shattered and destroyed, come to realize the true face of the global "free market" system, the legitimacy of Wall Street, the Federal Reserve and the US administration will be challenged.

A latent protest movement directed against the seat of economic and political power is unfolding.

How this process will occur is hard to predict. All sectors of American society are potentially affected: wage earners, small, medium and even large businesses, farmers, professionals, federal, State and municipal employees, students, teachers, health workers, and unemployed. Protests will initially emerge from these various sectors. There is, however, at this stage, no organized national resistance movement directed against the administration's economic and financial agenda.

Obama's populist rhetoric conceals the true nature of macro-economic policy. Acting on behalf of Wall Street, the administration's economic package, which includes close to a trillion dollar "aid" package for the financial services industry, coupled with massive austerity measures, contributes to precipitating America into a bottomless crisis.

"Orwellian Solution" to the Great Depression: Curbing Civil Unrest

At this particular juncture, there is no economic recovery program in sight. The Washington-Wall Street consensus prevails. There are no policies, no alternatives formulated from within the political and economic system. .

What is the way out? How will the US government face an impending social catastrophe?

The solution is to curb social unrest. The chosen avenue, inherited from the outgoing Bush administration is the reinforcement of the Homeland Security apparatus and the militarization of civilian State institutions.

The outgoing administration has laid the groundwork. Various pieces of "anti-terrorist" legislation (including the Patriot Acts) and presidential directives have been put in place since 2001, largely using the pretext of the "Global War on Terrorism."

Homeland Security's Internment Camps

Directly related to the issue of curbing social unrest, cohesive system of detention camps is also envisaged, under the jurisdiction of the Department of Homeland Security and the Pentagon.

A bill entitled the National Emergency Centers Establishment Act (HR 645) was introduced in the US Congress in January. It calls for the establishment of six national emergency centers in major regions in the US to be located on existing military installations. http://www.govtrack.us/congress/billtext.xpd?bill=h111-645

The stated purpose of the "national emergency centers" is to provide "temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster." In actuality, what we are dealing with are FEMA internment camps. HR 645 states that the camps can be used to "meet other appropriate needs, as determined by the Secretary of Homeland Security."

There has been virtually no press coverage of HR 645.

These "civilian facilities" on US military bases are to be established in cooperation with the US Military. Modeled on Guantanamo, what we are dealing with is the militarization of FEMA internment facilities.

Once a person is arrested and interned in a FEMA camp located on a military base, that person would in all likelihood, under a national emergency, fall under the de facto jurisdiction of the Military: civilian justice and law enforcement including habeas corpus would no longer apply.

HR 645 bears a direct relationship to the economic crisis and the likelihood of mass protests across America. It constitutes a further move to militarize civilian law enforcement, repealing the Posse Comitatus Act.

In the words of Rep. Ron Paul:

"...the fusion centers, militarized police, surveillance cameras and a domestic military command is not enough... Even though we know that detention facilities are already in place, they now want to legalize the construction of FEMA camps on military installations using the ever popular excuse that the facilities are for the purposes of a national emergency. With the phony debt-based economy getting worse and worse by the day, the possibility of civil unrest is becoming a greater threat to the establishment. One need only look at Iceland, Greece and other nations for what might happen in the United States next." (Daily Paul, September 2008, emphasis added)

The proposed internment camps should be seen in relation to the broader process of militarization of civilian institutions. The construction of internment camps predates the introduction of HR 645 (Establishment of Emergency Centers) in January 2009. There are, according to various (unconfirmed) reports, some 800 FEMA prison camps in different regions of the U.S. Moreover, since the 1980s, the US military has developed "tactics, techniques and procedures" to suppress civilian dissent, to be used in the eventuality of mass protests (United States Army Field Manual 19-15 under Operation Garden Plot, entitled "Civil Disturbances" was issued in 1985)

In early 2006, tax revenues were allocated to building modern internment camp facilities. In January 2006, Kellogg Brown and Roots, which at the time was a subsidiary of Halliburton, received a $385 million contract from the Department of Homeland Security's Immigration and Customs Enforcement (ICE):

"The contract, which is effective immediately [January 2006], provides for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations (DRO) Program facilities in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs...

The contract may also provide migrant detention support to other U.S. Government organizations in the event of an immigration emergency, as well as the development of a plan to react to a national emergency, such as a natural disaster. (KBR, 24 January 2006, emphasis added)

The stated objectives of U.S. Immigration and Customs Enforcement (ICE) are to:

"protect national security and uphold public safety by targeting criminal networks and terrorist organizations that seek to exploit vulnerabilities in our immigration system, in our financial networks, along our border, at federal facilities and elsewhere in order to do harm to the United States. The end result is a safer, more secure America" (ICE homepage)

The US media is mum on the issue of the internment camps on US soil. While casually acknowledging the multimillion dollar contract granted to Halliburton's subsidiary, the news reports largely focused their attention on possible "cost overruns" (similar to those which occurred with KBR in Iraq).

What is the political intent and purpose of these camps? The potential use of these internment facilities to detain American citizens under a martial law situation are not an object of media debate or discussion.

Combat Units Assigned to the Homeland

In the last months of the Bush administration, prior to the November 2008 presidential elections, the Department of Defense ordered the recall of the 3rd Infantry’s 1st Brigade Combat Team from Iraq. The relocation of a combat unit from the war theater to domestic front is an integral part of the Homeland Security agenda. The BCT was assigned to assist in law enforcement activities within the US.

The BCT combat unit was attached to US Army North, the Army's component of US Northern Command (USNORTHCOM). The 1st BCT and other combat units would be called upon to perform specific military functions in the case of civil unrest:

The 1st BCT’s soldiers also will learn how to use “the first ever nonlethal package that the Army has fielded,” 1st BCT commander Col. Roger Cloutier said, referring to crowd and traffic control equipment and nonlethal weapons designed to subdue unruly or dangerous individuals without killing them.(

Under the proposed withdrawal of US forces from Iraq under the Obama administration, one expects that other combat units will be brought home from the war theater and reassigned in the United States.

The evolving national security scenario is characterized by a mesh of civilian and military institutions:

-Army combat units working with civilian law enforcement, with the stated mission to curb "social unrest".

- the establishment of new internment camps under civilian jurisdiction located on US military facilities.

The FEMA internment camps are part of the Continuity of Government (COG), which would be put in place in the case of martial law.

The internment camps are intended to "protect the government" against its citizens, by locking up protesters as well as political activists who might challenge the legitimacy of the Administration's national security, economic or military agenda.

Spying on Americans: The Big Brother Data Bank

Related to the issue of internment and mass protests, how will data on American citizens be collected?

How will individuals across America be categorized?

What are the criteria of the Department of Homeland Security?

In a 2004 report of the Homeland Security Council entitled Planning Scenarios, pertaining to the defense of the Homeland, the following categories of potential "conspirators" were identified:

"foreign [Islamic] terrorists" ,

"domestic radical groups", [antiwar and civil rights groups]

"state sponsored adversaries" ["rogue states", "unstable nations"]

"disgruntled employees" [labor and union activists].

In June of last year, the Bush administration issued a National Security Presidential Directive (NSPD 59- HSPD 24) entitled Biometrics for Identification and Screening to Enhance National Security (For Further details see Michel Chossudovsky, "Big Brother" Presidential Directive: "Biometrics for Identification and Screening to Enhance National Security", Global Research, June 2008)

Adopted without public debate or Congressional approval, its relevant procedures are far-reaching. They are related to the issue of civil unrest. They are also part of the logic behind the establishment of FEMA internment camps under HR 645. .

NSPD 59 (Biometrics for Identification and Screening to Enhance National Security) goes far beyond the narrow issue of biometric identification, it recommends the collection and storage of "associated biographic" information, meaning information on the private lives of US citizens, in minute detail, all of which will be "accomplished within the law":

"The contextual data that accompanies biometric data includes information on date and place of birth, citizenship, current address and address history, current employment and employment history, current phone numbers and phone number history, use of government services and tax filings. Other contextual data may include bank account and credit card histories, plus criminal database records on a local, state and federal level. The database also could include legal judgments or other public records documenting involvement in legal disputes, child custody records and marriage or divorce records."(See Jerome Corsi, June 2008)

The directive uses 9/11 and the "Global War on Terrorism" as an all encompassing justification to wage a witch hunt against dissenting citizens, establishing at the same time an atmosphere of fear and intimidation across the land.

It also calls for the integration of various data banks as well as inter-agency cooperation in the sharing of information, with a view to eventually centralizing the information on American citizens.

In a carefully worded text, NSPD 59 "establishes a framework" to enable the Federal government and its various police and intelligence agencies to:

"use mutually compatible methods and procedures in the collection, storage, use, analysis, and sharing of biometric and associated biographic and contextual information of individuals in a lawful and appropriate manner, while respecting their information privacy and other legal rights under United States law."

The NSPD 59 Directive recommends: "actions and associated timelines for enhancing the existing terrorist-oriented identification and screening processes by expanding the use of biometrics".

The procedures under NSPD 59 are consistent with an earlier June 2005 decision which consisted in creating a "domestic spy service", under the auspices of the FBI. (For further details see Michel Chossudovsky, Bush Administration creates "Secret State Police", June 30, 2005)

Working hand in glove with Homeland Security (DHS), the proposed "domestic intelligence department" would combine FBI counterterrorism, intelligence and espionage operations into a single service.

The new department operating under the auspices of the FBI would have the authority to "seize the property of people deemed to be helping the spread of WMD": They would be able to "spy on people in America suspected of terrorism or having critical intelligence information, even if they are not suspected of committing a crime." A BILL

To direct the Secretary of Homeland Security to establish national emergency centers on military installations.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘National Emergency Centers Establishment Act’.

SEC. 2. ESTABLISHMENT OF NATIONAL EMERGENCY CENTERS.

(a) In General- In accordance with the requirements of this Act, the Secretary of Homeland Security shall establish not fewer than 6 national emergency centers on military installations.

(b) Purpose of National Emergency Centers- The purpose of a national emergency center shall be to use existing infrastructure--

(1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;

(2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;

(3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and

(4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.

SEC. 3. DESIGNATION OF MILITARY INSTALLATIONS AS NATIONAL EMERGENCY CENTERS.

(a) In General- Not later than 60 days after the date of the enactment of this Act, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate not fewer than 6 military installations as sites for the establishment of national emergency centers.

(b) Minimum Requirements- A site designated as a national emergency center shall be--

(1) capable of meeting for an extended period of time the housing, health, transportation, education, public works, humanitarian and other transition needs of a large number of individuals affected by an emergency or major disaster;

(2) environmentally safe and shall not pose a health risk to individuals who may use the center;

(3) capable of being scaled up or down to accommodate major disaster preparedness and response drills, operations, and procedures;

(4) capable of housing existing permanent structures necessary to meet training and first responders coordination requirements during nondisaster periods;

(5) capable of hosting the infrastructure necessary to rapidly adjust to temporary housing, medical, and humanitarian assistance needs;

(6) required to consist of a complete operations command center, including 2 state-of-the art command and control centers that will comprise a 24/7 operations watch center as follows:

(A) one of the command and control centers shall be in full ready mode; and

(B) the other shall be used daily for training; and

(7) easily accessible at all times and be able to facilitate handicapped and medical facilities, including during an emergency or major disaster.

(c) Location of National Emergency Centers- There shall be established not fewer than one national emergency center in each of the following areas:

(1) The area consisting of Federal Emergency Management Agency Regions I, II, and III.

(2) The area consisting of Federal Emergency Management Agency Region IV.

(3) The area consisting of Federal Emergency Management Agency Regions V and VII.

(4) The area consisting of Federal Emergency Management Agency Region VI.

(5) The area consisting of Federal Emergency Management Agency Regions VIII and X.

(6) The area consisting of Federal Emergency Management Agency Region IX.

(d) Preference for Designation of Closed Military Installations- Wherever possible, the Secretary of Homeland Security, in consultation with the Secretary of Defense, shall designate a closed military installation as a site for a national emergency center. If the Secretaries of Homeland Security and Defense jointly determine that there is not a sufficient number of closed military installations that meet the requirements of subsections (b) and (c), the Secretaries shall jointly designate portions of existing military installations other than closed military installations as national emergency centers.

(e) Transfer of Control of Closed Military Installations- If a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Defense shall transfer to the Secretary of Homeland Security administrative jurisdiction over such closed military installation.

(f) Cooperative Agreement for Joint Use of Existing Military Installations- If an existing military installation other than a closed military installation is designated as a national emergency center, not later than 180 days after the date of designation, the Secretary of Homeland Security and the Secretary of Defense shall enter into a cooperative agreement to provide for the establishment of the national emergency center.

(g) Reports-

(1) PRELIMINARY REPORT- Not later than 90 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an outline of the reasons why the site was selected;

(B) an outline of the need to construct, repair, or update any existing infrastructure at the site;

(C) an outline of the need to conduct any necessary environmental clean-up at the site;

(D) an outline of preliminary plans for the transfer of control of the site from the Secretary of Defense to the Secretary of Homeland Security, if necessary under subsection (e); and

(E) an outline of preliminary plans for entering into a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f).

(2) UPDATE REPORT- Not later than 120 days after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) an update on the information contained in the report as required by paragraph (1);

(B) an outline of the progress made toward the transfer of control of the site, if necessary under subsection (e);

(C) an outline of the progress made toward entering a cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(D) recommendations regarding any authorizations and appropriations that may be necessary to provide for the establishment of a national emergency center at the site.

(3) FINAL REPORT- Not later than 1 year after the date of the enactment of this Act, the Secretary of Homeland Security, acting jointly with the Secretary of Defense, shall submit to Congress a report that contains for each designated site--

(A) finalized information detailing the transfer of control of the site, if necessary under subsection (e);

(B) the finalized cooperative agreement for the establishment of a national emergency center at the site, if necessary under subsection (f); and

(C) any additional information pertinent to the establishment of a national emergency center at the site.

(4) ADDITIONAL REPORTS- The Secretary of Homeland Security, acting jointly with the Secretary of Defense, may submit to Congress additional reports as necessary to provide updates on steps being taken to meet the requirements of this Act.

SEC. 4. LIMITATIONS ON STATUTORY CONSTRUCTION.

This Act does not affect--

(1) the authority of the Federal Government to provide emergency or major disaster assistance or to implement any disaster mitigation and response program, including any program authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5121 et seq.); or

(2) the authority of a State or local government to respond to an emergency.

SEC. 5. AUTHORIZATION OF APPROPRIATIONS.

There is authorized to be appropriated $180,000,000 for each of fiscal years 2009 and 2010 to carry out this Act. Such funds shall remain available until expended.

SEC. 6. DEFINITIONS.

In this Act, the following definitions apply:

(1) CLOSED MILITARY INSTALLATION- The term ‘closed military installation’ means a military installation, or portion thereof, approved for closure or realignment under the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note) that meet all, or 2 out of the 3 following requirements:

(A) Is located in close proximity to a transportation corridor.

(B) Is located in a State with a high level or threat of disaster related activities.

(C) Is located near a major metropolitan center.

(2) EMERGENCY- The term ‘emergency’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(3) MAJOR DISASTER- The term ‘major disaster’ has the meaning given such term in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122).

(4) MILITARY INSTALLATION- The term ‘military installation’ has the meaning given such term in section 2910 of the Defense Base Closure and Realignment Act of 1990 (part A of title XXIX of Public Law 101-510; 10 U.S.C. 2687 note).

Over 100 prominent scientists from more than a dozen countries — including a Nobel Prize winner — have signed a letter to President Barack Obama charging that his views on climate change are “simply incorrect.”

The letter — sponsored by the Cato Institute — cites a statement Obama made in November: “Few challenges facing America and the world are more urgent than combating climate change. The science is beyond dispute and the facts are clear.”

Under the headline, “With all due respect, Mr. President, that is not true,” the scientists state:

“We, the undersigned scientists, maintain that the case for alarm regarding climate change is grossly overstated. Surface temperature changes over the past century have been episodic and modest and there has been no net global warming for over a decade now…

“The computer models forecasting rapid temperature change abjectly fail to explain recent climate behavior. Mr. President, your characterization of the scientific facts regarding climate change and the degree of certainty informing the scientific debate is simply incorrect.”

The 115 signatories include Ivar Giaever, Ph.D., who shared the Nobel Prize for Physics in 1973 for his work with superconductors at General Electric; John Blaylock, formerly with the Los Alamos National Laboratory; Richard Lindzen, Ph.D., at the Massachusetts Institute of Technology; and William Gray, Ph.D., the respected hurricane expert at Colorado State University.

The signers include scientists at Princeton University, U.S. Naval Academy, University of Kansas, University of Oklahoma, University of Colorado, and University of Missouri.

Among the countries represented by the signers are Britain, Canada, Italy, Norway, Germany, Australia, New Zealand, Japan, Argentina and South Africa.

A number of the scientists are current or former reviewers with the United Nations’ Intergovernmental Panel on Climate Change — which shared the 2007 Nobel Peace Prize with climate change crusader Al Gore — and have since reversed their views on man-made global warming.

We all know that Obama is a slick talker in that he uses the old Arnold Toyee liberal philosophy of: "All the time we are denying with our lips what we are doing with our hands." In this example he gives convincing lip service to the hunter from the city (lets refer to the hunter as representing all Obama voters) only this time, Obama the farmer uses his foot instead of his hand. And like all Obama voters, the hunter gets sucked into another failed policy.
Moral of the story...Don't ever take another man's bet. If he made the bet, he already knows what the outcome will be...and if you don't want to get kicked in the you know where, think it through before you vote. He screwed you once, and he'll screw you again.

Congressman: Iowa court confesses to 'activism'

U.S. Rep. Steve King, R-Iowa, says his state's Supreme Court actually confessed to being guilty of "activism" in its opinion today paving the way for same-sex "marriage" in the state.

Iowa's high court said same-sex marriages "could begin" in as little as three weeks, joining Massachusetts and Connecticut as the three states formally recognizing homosexual duos.

King was interviewed by Greg Corombos of Radio America/WND about the decision.

"[The opinion] strikes me as very much an activist reach to overturn the will of the people of the state of Iowa," King said. "This turns on its head the entire composition of human history and law."

He called it the "most activist opinion that I have every read."

Citing the court's boasts about how it had led in the fight against slavery and for women's rights, and equating same-sex "marriage" with those issues, King called the statement "a self-assigned confession of activists."

"It's the will of the people that's supposed to lead the way," he said. "The constitution is not supposed to change unless it's changed by the people."

The ruling should "infuriate" every Iowan, he said. "I don't think Iowans have changed their opinions. If they did they would have changed the law."

Besides the two other states that have endorsed the homosexual effort for full recognition and approval of same-sex "marriages," California's high court imposed a demand for such recognition last year.

However, in November, voters there overruled the court's decision, establishing in the state constitution a definition of marriage limited to one man and one woman.

Procedures in Iowa, however, would prevent any such effort for at least a year or two, officials said.
