The Altoona WMD Question

If you are found with a weapon of mass destruction and you posted the amount asked for your bail, would you stick around for a trial that most likely would find you guilty?

I'm no expert on the law, but if straight bail means that a person has to post the entire amount of the bail in order to be released, what if the person had unlimited backing from a foreign country and the entire amount was posted.   How can a judge place a value on the potential loss of life expected from a weapon of mass destruction?  Shouldn't the case described below be set at 'no-bail'?  All those in favor say, "Aye!" ~  Norman E. The Altoona Police Department arrested a Penn State Altoona student living in the city on charges of possession of a weapon of mass destruction, after investigating reports he was growing marijuana at his residence.
Vladislav Miftakhov, 19, of 118 N. 9th Ave. was arrested late Friday night, and police said they found a suspected bomb and other bomb-making materials inside a suitcase.

Miftakhov, a Russian national, was arraigned this morning, and a bail hearing was held at the Blair County Prison, where Magisterial District Judge Craig Ormsby set $500,000 straight bail, according to a prison spokesman.
Experts from the Pennsylvania State Police bomb squad safely deconstructed the suspected bomb on Friday night, authorities said, adding that Miftakhov told investigators he purchased the materials on the Internet over the past several weeks.
Miftakhov is listed in the Penn State Altoona directory as an engineering major.
He is charged with possessing a weapon of mass destruction, risking a catastrophe, possession with intent to deliver marijuana, possessing instruments of crime, prohibited offensive weapons, incendiary devices, recklessly endangering another person, possession of controlled substances and possession of drug paraphernalia.
