This Travel Alert updates security information for U.S. citizens traveling and living in Mexico. It supersedes the Travel Alert for Mexico dated October 15, 2008, and expires on August 20, 2009.

While millions of U.S. citizens safely visit Mexico each year (including thousands who cross the land border every day for study, tourism or business), violence in the country has increased recently. It is imperative that travelers understand the risks of travel to Mexico, how best to avoid dangerous situations, and whom to contact if one becomes a crime victim. Common-sense precautions such as visiting only legitimate business and tourist areas during daylight hours, and avoiding areas where prostitution and drug dealing might occur, can help ensure that travel to Mexico is safe and enjoyable.

Crime and Violence Throughout Mexico

The greatest increase in violence has occurred near the U.S. border. However, U.S. citizens traveling throughout Mexico should exercise caution in unfamiliar areas and be aware of their surroundings at all times. Mexican and foreign bystanders have been injured or killed in violent attacks in cities across the country, demonstrating the heightened risk of violence in public places. In recent years, dozens of U.S. citizens have been kidnapped across Mexico. Many of these cases remain unresolved. U.S. citizens who believe they are being targeted for kidnapping or other crimes should notify Mexican officials and the nearest American consulate or the Embassy as soon as possible, and should consider returning to the United States.

U.S. citizens should make every attempt to travel on main roads during daylight hours, particularly the toll ("cuota") roads, which generally are more secure. Occasionally, the U.S. Embassy and consulates advise their employees as well as private U.S. citizens to avoid certain areas, abstain from driving on certain roads because of dangerous conditions or criminal activity, or recommend driving during daylight hours only. When warranted, U.S. government employees are restricted from traveling to or within parts of Mexico without prior approval from their supervisors. When this happens, the Embassy or the affected consulate will alert the local U.S. citizen Warden network and post the information on their respective websites, indicating the nature of the concern and the expected time period for which the restriction will remain in place. U.S. citizen visitors are encouraged to stay in the well-known tourist areas of the cities. Travelers should leave their itinerary with a friend or family member not traveling with them, avoid traveling alone, and should check with their cellular provider prior to departure to confirm that their cell phone is capable of roaming on GSM or 3G international networks. Do not display expensive-looking jewelry, large amounts of money, or other valuable items.

Violence Along the U.S. - Mexico Border

Mexican drug cartels are engaged in an increasingly violent conflict - both among themselves and with Mexican security services - for control of narcotics trafficking routes along the U.S.-Mexico border. In order to combat violence, the government of Mexico has deployed troops in various parts of the country. U.S. citizens should cooperate fully with official checkpoints when traveling on Mexican highways.

Some recent Mexican army and police confrontations with drug cartels have resembled small-unit combat, with cartels employing automatic weapons and grenades. Large firefights have taken place in many towns and cities across Mexico but most recently in northern Mexico, including Tijuana, Chihuahua City and Ciudad Juarez. During some of these incidents, U.S. citizens have been trapped and temporarily prevented from leaving the area. The U.S. Mission in Mexico currently restricts non-essential travel to the state of Durango and all parts of the state of Coahuila south of Mexican Highways 25 and 22 and the Alamos River for U.S. government employees assigned to Mexico. This restriction was implemented in light of the recent increase in assaults, murders, and kidnappings in those two states. The situation in northern Mexico remains fluid; the location and timing of future armed engagements cannot be predicted.

A number of areas along the border are experiencing rapid growth in the rates of many types of crime. Robberies, homicides, petty thefts, and carjackings have all increased over the last year across Mexico generally, with notable spikes in Tijuana and northern Baja California. Ciudad Juarez, Tijuana and Nogales are among the cities which have recently experienced public shootouts during daylight hours in shopping centers and other public venues. Criminals have followed and harassed U.S. citizens traveling in their vehicles in border areas including Nuevo Laredo, Matamoros, and Tijuana.

The situation in Ciudad Juarez is of special concern. Mexican authorities report that more than 1,800 people have been killed in the city since January 2008. Additionally, this city of 1.6 million people experienced more than 17,000 car thefts and 1,650 carjackings in 2008. U.S. citizens should pay close attention to their surroundings while traveling in Ciudad Juarez, avoid isolated locations during late night and early morning hours, and remain alert to news reports. A recent series of muggings near the U.S. Consulate General in Ciudad Juarez targeted applicants for U.S. visas. Visa and other service seekers visiting the Consulate are encouraged to make arrangements to pay for those services using a non-cash method.

U.S. citizens are urged to be alert to safety and security concerns when visiting the border region. Criminals are armed with a wide array of sophisticated weapons. In some cases, assailants have worn full or partial police or military uniforms and have used vehicles that resemble police vehicles. While most crime victims are Mexican citizens, the uncertain security situation poses serious risks for U.S. citizens as well. U.S. citizen victims of crime in Mexico are urged to contact the consular section of the nearest U.S. consulate or Embassy for advice and assistance. Contact information is provided at the end of this message.

Demonstrations and Large Public Gatherings

Demonstrations occur frequently throughout Mexico and usually are peaceful. However, even demonstrations intended to be peaceful can turn confrontational and escalate to violence unexpectedly. Violent demonstrations have resulted in deaths, including that of an American citizen in Oaxaca in 2006. In 2008, a Mexican Independence Day celebration was the target of a violent attack. During demonstrations or law enforcement operations, U.S. citizens are advised to remain in their homes or hotels, avoid large crowds, and avoid the downtown and surrounding areas. Since the timing and routes of scheduled marches and demonstrations are always subject to change, U.S. citizens should monitor local media sources for new developments and exercise extreme caution while within the vicinity of protests. The Mexican Constitution prohibits political activities by foreigners, and such actions may result in detention and/or deportation. U.S. citizens are therefore advised to avoid participating in demonstrations or other activities that might be deemed political by Mexican authorities. As is always the case in any large gathering, U.S. citizens should remain alert to their surroundings.

Protesters gathered in border towns across northern Mexico

Hundreds of people in Mexico have blocked key crossings into the US in protests against the deployment of the army to fight drug traffickers.

Traffic was brought to a halt on a number of bridges in several border towns in northern Mexico.

The protesters accused the army of abuse against civilians. Government officials said the blockades had been organised by drug gangs.

Some 40,000 troops have been deployed since 2006 against the drug gangs.

More than 5,400 people were killed in drug-related violence last year, Mexican officials say.

Violence continued on Tuesday in the border city of Juarez where three police officers were shot dead by unidentified gunmen.

Powerful drug cartels have been fighting both each other and federal forces as they battle to control the immensely lucrative routes trafficking cocaine and other drugs from Colombia to the US via Mexico.

In some parts of the country, the army has taken over the role of the police, which have often proved easily corrupted when bribed or threatened by the gangs, says the BBC's Stephen Gibbs in Mexico City.

Calderon's vow

They chanted "Soldiers out!" and "Stop abuse by the PFP [Federal Preventative Police]!"

The demonstrators also shut roads in the industrial city of Monterrey.

Many of the protesters said border towns had become more dangerous since President Felipe Calderon sent the army in.

But the governor of one state - Nuevo Leon - said he believed the Gulf drugs cartel and its armed wing, the Zetas, were behind the border protests.

"There are reasons to believe it has to do with the Gulf cartel and the group known as the Zetas," Governor Natividad Gonzalez said.

Human rights activists say there are legitimate complaints about reported abuses by the troops, including alleged cases in which army patrols have fired on civilians at checkpoints.

President Felipe Calderon has vowed to destroy the cartels that make billions of dollars trafficking cocaine and other drugs to the United States.

White House spokesman Robert Gibbs responds to a CNBC analyst's rant against the president's mortgage-rescue plan
The White House apparently noticed yesterday when a CNBC analyst's impassioned critique of President Obama's mortgage-rescue plan became an Internet phenomenon.

At the presidential press briefing today, press secretary Robert Gibbs eagerly responded to a reporter's question about Rick Santelli's rant amid sympathetic, angry traders at the CME Group in Chicago.

"I've watched Mr. Santelli on cable the past 24 hours or so," Gibbs said, according to an account by the newssite Politico. "I'm not entirely sure where Mr. Santelli lives or in what house he lives, but the American people are struggling every day to meet their mortgages, stay in their jobs, pay their bills, send their kids to school.

"I think we left a few months ago the adage that if it was good for a derivatives trader that it was good for Main Street," the White House spokesman continued. "I think the verdict is in on that."

Santelli later responded to Gibbs in an MSNBC interview, pointing out his complaint was based more on philosophical differences than on details of the plan.

Gibbs contended Santelli "has argued, I think quite wrongly, that this plan won't help everyone."

"This plan helps people who have been playing by the rules. ... I would encourage him to read the president's plan. ... I'd be more than happy to have him come here to read it. I'd be happy to buy him a cup of coffee – decaf," Gibbs said with a smile in an obvious reference to Santelli's passion.

The spokesman showed reporters a copy of Obama's plan.

"Download it, hit print, and begin to read it," he said.

But Santelli wasn't the only one giving an emphatic thumbs down to Obama's economic policies yesterday. His nearly three-minute rant drew approving hoots and comments from nearby traders who apparently backed his contention that the Obama administration is promoting bad behavior that must be causing the founding fathers to roll over in their graves.

"We're thinking of having a Chicago Tea Party in July," Santelli told CNBC "Squawk Box" co-anchor Joe Kernan. "All you capitalists who want to show up at Lake Michigan, I'm going to start organizing."

Some viewers already are comparing Santelli's rant to the well-known scene from the movie "Network" in which character Howard Beale stands up in the middle of his newscast and declares, "I'm as mad as hell, and I'm not going to take this anymore!"

Santelli responds to Gibbs

Later today, MSNBC host Chris Matthews, on his "Hardball" program, invited Santelli to respond to Gibbs' comments.

Asked if he was offended, Santelli said he was a "little disappointed" but understood the presidential spokesman's stance.

"I guess I would say it this way," Santelli said, "When there are actually some details in the plan, I will pay more even attention to it. But my rant wasn't about the plan specifically, it was about a philosophical issue, Chris."

Referring to the government's intervention in household mortgage contracts, the CNBC analyst said, "The philosophical issue is this: In America, a card laid is a card played. OK. Contract law should be sacred. I don't know that any form of government should be able to come between a person who contracted with an institution and a person that signed on the dotted line."

Matthews later accused Santelli of "coming down hard on Barack."

"No, I'm not, I'm not coming down hard on Barack," Santelli replied. "I'm coming down hard on the notion that I don't see anywhere in the Constitution where if you work hard, you're looked at as being dispassionate, inhumane, because you won't let your government redistribute what you've worked hard for."

Santelli said he wants to leave his children "a legacy, not trillion-dollar deficits."

His offspring, he said should have "the ability to wake up every morning and try to be the best that they can be, and if they work hard and want to do things with the money they make, it should be there's, and it should be their decision."

"I don't understand why our leaders need to be in between that dynamic," he said.

'This is America'

Yesterday, Santelli said the administration should find out if the American people really want to "subsidize the losers' mortgages."

"Or would we like to at least buy cars and buy houses in foreclosure and give them to people that might have a chance to actually prosper down the road and reward people that could carry the water instead of drink the water?" he asked.

An unidentified trader on the floor near Santelli shouted out, "Hey Rick, that's a novel idea."

Co-anchor Kernan tried to humor Santelli, responding to the support from the traders by interjecting, "They're like putty in your hands."

"No they're not, Joe, they're not like putty in our hands. This is America."

Santelli then turned his back to the camera and dramatically asked the traders, "How many of you people want to pay for your neighbor's mortgage that has an extra bathroom and can't pay their bills? Raise (your) hand."

Boos went up from the floor as none of the traders appeared to raise their hands.

"President Obama, are you listening?" Santelli asked to the camera.

The unidentified trader to Santelli's right then leaned into the analyst and said loud enough to be picked up on microphone, "How 'bout we all stop paying our mortgages. It's a moral hazard."

Kernan then said, "This is like mob rule here. I'm getting scared."

"Don't get scared, Joe," Santelli responded. "Cuba used to have mansions and a relatively decent economy. They moved from the individual to the collective, now they're driving '54 Chevys, maybe the last great car to come out of Detroit."

After an exchange with another guest, Santelli returned at the end of the segment, referring to the traders as a "pretty good statistical cross-section of America, the silent majority."

"Not-so-silent majority," said co-anchor Becky Quick.

Quick asked Santelli if the traders were opposed to other economic measures from the Obama administration, including the newly approved $787 billion stimulus plan.

"They're pretty much of the notion that you can't buy your way into prosperity," he replied. "And if the multiplier that all of these Washington economists are selling us is … that we never have to worry about the economy again, the government should spend a trillion dollars an hour, because we'll get 1.5 trillion back.

CNBC panelist Wilbur Ross, chairman and CEO of WL Ross & Co., interjected, "Rick, I congratulate you on your new incarnation as a revolutionary leader."

"Somebody needs one," Santelli responded. "I'll tell you what, if you read our founding fathers, people like Benjamin Franklin and Jefferson, what we're doing in this country now is making them roll over in their graves."

By executive order, President Barack Obama has ordered the expenditure of $20.3 million in migration assistance to the Palestinian refugees and conflict victims in Gaza.

The "presidential determination" which allows hundreds of thousands of Palestinians with ties to Hamas to resettle in the United States was signed on January 27 and appeared in the Federal Register on February 4.

President Obama's decision, according to the Register, was necessitated by "the urgent refugee and migration needs" of the "victims."

Few on Capitol Hill took note that the order provides a free ticket replete with housing and food allowances to individuals who have displayed their overwhelming support of the Islamic Resistance Movement (Hamas) in the parliamentary election of January 2006.

The charter for Hamas calls for the replacement of the nation of Israel with a Palestinian Islamic state.

Since its formation in 1994, Hamas has been responsible for hundreds of terrorist attacks, including the 2002 Passover suicide bombing. The leaders of the movement signed the World Islamic Statement of 1998 – a document, penned by Osama bin Laden, which declared war on America and Israel.

President Obama's executive order is expected to bring hundreds of thousands of Palestinians, many with ties to radical Islam, to our shores, furthering a process that was inaugurated in 1995 by Senator Ted Kennedy and the Cedar-Hart bill.

The Open Gate

In 1965, Allah in His mercy raised up Senators Ted Kennedy and Edward Celler to initiate changes in the immigration law that made it possible for millions of Muslims to make their way to the New World – as the Christian Europeans had done in the early years of the 20th Century. The Cedar-Hart bill, which was signed into law by President Lyndon Johnson on October 3, 1965, abolished the national-origin quotas that had been in effect since 1924. In the spirit of the Civil Rights Act of 1964, it barred discrimination on the basis of race, creed, religion, or national origin. America, by fiat of liberal secular humanists, was to be become a multicultural country – a country severed from its Judeo-Christian roots.

Remaining cognizant of the common roots as the American people, our legislative had enacted stringent laws pertaining to immigration and naturalization. The Naturalization Act of 1790 stipulated that "any alien, being a free white person, may be admitted to become a citizen of the United States" The Chinese Exclusion Act of 1882 prohibited Chinese families from immigrating to the United States. The Immigration Act of 1907 reorganized the states bordering Mexico (Arizona, New Mexico and a large part of Texas) into Mexican Border District to stem the flow of immigrants into the US.

The Immigration Act of 1924 further limited the number of new immigrants by the establishment of a stringent quota system. The number of newcomers was now limited to 2 percent of each nationality who lived in the country not in 1924 but in 1890. The reliance of this legislation on the ethnic composition of the country before the turn of the century guaranteed that the majority of new arrivals would be from Northern Europe. Since few Italians and Eastern Europeans lived in the US in 1890, the quotas for these nationalities became fixed at marginal rates and the number of new immigrants from "undesirable" regions greatly reduced. The following chart shows the effects of this legislation:

It is hard to conceive of an act of Congress that could be more culturally biased than the Immigration Act of 1954 and yet it received nearly unchallenged bipartisan support. Yet The New York Times editorialized: "The country has a right to say who shall and who shall not come in...The basis of restriction must be chosen with a view not to the interest of any group or groups in this country...but rather with a view to the country's best interests as a whole."

In 1952, The McCarran Walter Immigration Act affirmed the national-origins quota system of 1924 and limited total annual immigration to one-sixth of one percent of the population of the continental United States in 1920, or 175,455. The act exempted spouses and children of US citizens and people born in the Western Hemisphere from the quota.

The Kennedy Promise

But, in 1965, Kennedy and company viewed such legislation as pig-headed and prejudicial. Few elected officials, Senator Sam Ervin of North Carolina – being one of the exceptions, dared to disagree with them. Championing the Celler-Hart bill, which called for the abolished all quotas, Kennedy, being far from prescient, said: "Contrary to the charges in some quarters, S500 will not inundate America with immigrants from any other country or area, or the most populated and economically deprived nations of Africa and Asia...The charges I have mentioned are highly emotional, irrational, and with little foundation in fact. They are out of line with the obligation of responsible citizenship. They breed hate of our heritage."

Forty years after Senator Kennedy made this pledge, Dean Steven Gillon of the Honors College at Oklahoma University assessed the results of the 1965 Immigration Act by noting:

"The US added at least 40 million immigrants after 1965. Before 1965, 95 percent of the new immigrants had come from Europe. After 1965, 95 percent came from the Third World. The 1965 act has transformed American society and had consequences exactly the opposite of what we were promised."

Why Left And Right Must Unite
Would the left and right uniting be a good cause? Could this reunion be beneficial to the American way of life? The answers, obviously, would be an emphatic and resounding, "HELL YES!" The next question would be, is it possible? The answer to that question is "Rather" esoteric, don't you think?

When I first received this link and article in my email from my friend Cassy, my initial response was that I thought Cassy had gone off the deep end...I was wrong. GASP! Snooper wrong? EGAD! What has the world come to? A deeply felt thank you goes out to Cassy...this has given me pause to consider.

The article is from The August Review, written by one Patrick Wood. It is indeed a noble cause and at the same time, wishful thinking. Our society has devolved into a quagmire of politicians seeking political gain at the expense of National Security and National Sovereignty. As long as the politicians from both sides of the House would stay out of the way of We The People, perhaps a reunion could be possible. Alas, those of us on the Right have no intention of bowing down to the March to Socialism the Left so espouses. The problem is, the followers within the Left have no clue what their leadership directs. The first priority would be to reeducate the Left and, at the same time, reel in the fruit loops on the Right, namely, the Paulievs, whose minions are no better than the A.N.S.W.E.R. crowds.

I wrote an article at one time entitled, "We Had A Patriotic Nation Once". That article received a second place ranking of TOCB in comments totaling 140. It seems Patriotism, in this country, is considered to be arrogant and filled with blood-lust. The very notion that Patriotism has become a four-letter word is abhorrent to this DAV. Until this revulsion of Patriotism is neutralized, this notion of reuniting the Left and Right towards one gaol, primarily, to defeat this nation's enemy, is subject to psychological investigation.

Many items need to be explained and retaught and, that road alone is indeed an uphill battle. There are several avenues to go on the offensive over and there are an equally number of topics to address. The problems are manifold and so manifestly ensconced into our society by the elitists that the process will require a deep acid etching to remove the deep-rooted fallacy of Globalization.

The elitists on both sides DO NOT WANT THIS FIXED...get that through your noggin first and foremost. They have orchestrated this Vast Political Divide in this country and we have not be this politically split since the early 1860's...look where that got us.

The Palestinian group Hamas has sent a letter addressed to the US president via a US politician visiting Gaza, a senior UN official has said.

UN relief agency chief Karen Abu Zayd told the BBC the letter had been received by the UN and passed on.

She did not say if Senator John Kerry had accepted it, and there were no details about the letter's contents.

The US views Hamas, which seized control of Gaza in 2007, as a terrorist organisation and will not deal with it.

A former presidential candidate, Mr Kerry was visiting Gaza with US congressmen Brian Baird and Keith Ellison in the first such visit to the Hamas-run Strip since 2007.

The men are not likely to meet Hamas.

Correspondents say their visit appears to be more humanitarian than political.

As the head of the Senate Foreign Committee, Mr Kerry is a senior Democrat, but all three men are visiting Gaza in their capacity as lawmakers, not representatives of the administration of President Barack Obama.

A spokeswoman for the US consulate said it was thought to be the first visit by US congressmen for at least four years.

Mr Kerry also visited the Israeli town of Sderot, a target of Palestinian rocket attacks, before entering Gaza.

Standing in front of a pile of used rockets, Mr Kerry said that both he and President Obama believed that nobody should have to spend their lives in fear of attack.

"I know that our president, President Obama, whom I support strongly, stood right here," he said, referring to a visit before the 2008 US election.

"He was right here in front of these rockets. He came to Sderot as I have because we feel very deeply that no-one should live under this kind of threat, no children should be raised in that kind of fear.

"We are sympathetic with the crisis that people face on a daily basis here in Israel, from those who choose no other path other than to use instruments of terror."

Earlier he said: "[The visit] does not indicate any shift whatsoever with respect to Hamas... what it indicates is our effort to listen and to learn."

Hamas won elections in 2006 and consolidated control by force in 2007.

Like Israel, the EU and the UN, the US government officials refuse to deal with the militant group.

In addition, there have been security concerns since Palestinian militants blew up an American diplomatic convoy in October 2003, killing three people.

Mr Ellison, from Minnesota, was the first Muslim elected to the US Congress, while Mr Baird, a clinical psychologist, is from Washington.

Rockets fired

Their visit came as violent incidents tested the unilateral ceasefires Israel and Hamas have both declared, amid Egyptian-brokered attempts to reach a firmer truce deal.

The Israeli military confirmed it was carrying out airstrikes in the Gaza Strip, but gave no further details.

This followed the launching of two rockets from Gaza into Israel on Thursday morning, after two mortars were fired the previous night.

The Israeli military said its forces had also crossed into Gaza and shot and lightly injured a Palestinian near the border fence, after the man's behaviour raised suspicions he was attempting to plant a bomb.

About 1,300 Palestinians and 13 Israelis died during Israel's three-week operation in January, which was aimed at halting Palestinian rocket fire into Israel.

Since Israel withdrew its forces from Gaza, sporadic rocket and mortar fire has continued, while Israel has carried out several airstrikes against smuggling tunnels in the south of Gaza, and what it says are militant facilities elsewhere in the territory.
